■ Consultation, liaison and coordination with universities, government agencies and other relevant institutions both in Japan and abroad

Tohoku University has agreements with numerous overseas universities and research institutions, actively promoting researcher, staff and student exchange. We also consult and coordinate with embassies in Japan and national and international government agencies toward establishing and operating liaison offices and organizing symposiums.

  1. Consultations with overseas academic exchange partner universities
    • ・Academic exchange agreements

      Tohoku University has concluded around 129 academic exchange agreements on university level and more than 280 on department level, with these serving as a central plank in researcher and student exchange. The university’s vigorous academic exchange makes a major contribution to the global academic community. When academic exchange agreements are established, GOC handles consultations with partner institutions on agreement conditions and the various other steps toward conclusion.

    • ・Consultations on liaison office establishment

      Tohoku University is currently engaged in vigorous researcher exchange programs based on memoranda of understanding (MOUs) on liaison offices were concluded with 11 universities and research institutions in 8 countries. GOC handles the discussion process and MOU formulation with the relevant institutions on campus and overseas, also providing indirect support for liaison office-based exchange.

    • ・Consultations on Tohoku University branch establishment

      Tohoku University works to publicize its leading-edge research and education activities to boost the university’s international presence, and is also considering holding some Japanese language classes, entrance examinations and lectures overseas for the purpose of promoting Double Degree and other joint education programs. The university sets up a branch in China to support these efforts, and GOC is handling the necessary field surveys for preparations for other branch establishments.

    • ・Double Degree program agreements

      Double Degree programs enable students to acquire graduate degrees at both Tohoku University and its partner universities. At this stage, the university has Double Degree programs planned with institutions in France and China. GOC formulates the details concerning entrance examinations, academic and language courses and thesis defense.

  2. Consultations with partner institutions on agreement renewals and revisions

    In principle, academic exchange agreements are valid for a set period of time. They can be extended if both sides look at their future exchange activities and agree to undertake renewal procedures. Where necessary, changes can also be made to the agreement or to the attached MOU during the effective period, and GOC also handles these procedures.

■ Preparation, operation and support for international conferences, symposiums and seminars in Japan and abroad.

Tohoku University hosts or co-hosts national and international conferences and symposiums as a means of publicizing its research and education activities. GOC takes care of all the necessary organizational work, including coordination of speakers and presentation content and logistics.

Planning and implementing Tohoku University Forums abroad

The Tohoku-Gottingen Forum on Advanced Materials and the Tohoku-Cambridge Forum were held in Germany, October 2003, and the United Kingdom, June 2004, respectively. The aim of these events was to promote the characteristics and attractiveness of Tohoku University’s latest research and education activities through lectures, etc., and to attract more top-class international researchers and students in recent advancement of globalization. In October 2004, the presidents and vice-presidents from six major Chinese universities were invited to attend the Memorial Celebration of the 100th Anniversary of the Enrollment of Lu Xun at Tohoku University, with the various events running successfully. GOC is in charge of planning and implementing such university-wide international symposiums. Furthermore, Ecole Centrale de Lyon, INSA-Lyon and Tohoku University have been actively promoting research exchange mainly in engineering field, conducting joint forums since 2005. As a result, three of our institutions have succeeded in concluding the Agreement for the Creation of the Associated International Laboratory for Engineering and Science Lyon-Tohoku Laboratory (ELyT) in December, 2008.
